I don't understand why they institute grace period for replying, the original post isn't that old. anyway, here is my take for takeholder.
Stakeholder: client, customer of the project, usually the one pays the cost of the development, and always the one who bears the ultimate reward and risk associated with the project.
Stakeholder are business people, who defines the business problem, describe what they want, and hand off the requirement to IT development department or consulting company for implementation.
