You have to tell people what Thinkpad model and what JBuilder version you have. So other people may be able to help you (sorry, I can't).
I downloaded a scroll mouse plug-in from JBuilder open tool (http://codecentral.borland.com/codecentral/ccweb.exe/prodcat?prodid=3&catid=11) for previous JBuilder (I can't remember before which version, 6, 7 and 8 are all very short life).
I had a Thinkpad 600E which does not support scroll mouse at all. It retired earily this year as a programming tool and now serves as my wife's 八卦 browser. I really love it, very solid, never let me down.
