1。下载struts1.1完整的source包放到jbuilder/extra下
2。在jbuilder中添加struts1.1的lib，这一步和添加普通的lib没有区别，选择菜单Tools|Configure Libraries新建一个lib取名Struts 1.1，将Struts 1.1的lib下面的所有jar加到classes页，注意这时不要关闭对话框，选择framework页，选择framework为struts，然后点确定关闭对话框。这样你会看到struts 1.1的lib的图标和其它framework（struts1.0,cocoon等）的图标一样了，而不再是普通的lib图标。完成后就能在jbuilder其它地方选择framework时看到struts 1.1
如果需要把现有的struts1.0项目转成1.1的，首先把webapp属性里的framework选为struts1.1，然后修改struts-config.xml如下：
把第二行的<!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts Configuration
1.0//EN" "http://jakarta.apache.org/struts/dtds/struts-config_1_0.dtd">
改为
<!DOCTYPE struts-config PUBLIC "-//Apache Software Foundation//DTD Struts Configuration
1.1//EN" "http://jakarta.apache.org/struts/dtds/struts-config_1_1.dtd">
就可以了，这时就能看到jbuilder可视化配置struts exception和message resource等1.1才有的东西了
