Don't directly download,There are 2 different update sites for this plugin

Eclipse 2.1: http://www.binamics.com/hibernatesync/eclipse2.1
Eclipse 3M*: http://www.binamics.com/hibernatesync

otherwise go to this site download:

Eclipse:Help-->software updates-->Find on install...
