At least you have to tell us the version of the WebLogic server you installed and where you get it, etc.

I don't use Weblogic server, and I don't know where webservices.jar is. But don't you find it at [WLS_DIR]\server\lib\webservices.jar if it's present.

A) NO. The webservices.jar was required for WLS V7.0, however it is bundled with the product on every subsequent release and all service packs. It is maintained as part of the kit.

sounds like webservices.jar was not included is WLS7, but would be added by installing a service pack.
