Don't have to restart Tomcat (or any other Servlet 2.3 web container)
In the manager, stop your webapp, add new classes, start the webapp.

another method
in <%TOMCAT_HOME%>/conf/server.xml file
in <Context> element
set attribute reloadable="true"
is OK
