here is the idea (the detail must be reference the official document):
#1. check whether such an import is supported for both the 817 and 816 version.
#2. create catalog view in both database before export and import.
#3. export from 817
#4. import to 816

for #2, you may have to run different catalog view for different combination of import-export. the detail is available from the official document too.

for #4, some error might be found even during the import if the character set is not WS8891 (even using the same character set). if so, you can only find the solution from metalink or oracle support.
